The third edition of the much-talked Odd-Even scheme has been implemented in the capital today after the pollution level rose to life-threating numbers in the NCR. Introduced in 2016, during the implementation i.e. from November 4 to 15, all non-transport four-wheeled vehicles ending in odd and even numbers will be allowed on Delhi roads, on alternate days.
As many as twenty-nine categories of vehicles, including those of President, Prime Minister, emergency and enforcement vehicles, women driving alone, cars carrying school children in uniform, two-wheelers have been exempted from the odd-even scheme.
The Odd-Even scheme will be applicable to all vehicles entering Delhi from other states.
Timing
As far as timing goes, the Odd-Even scheme will be applicable from 8 AM in the morning till 8 PM in the evening, except on Sundays.
Penalty
Anyone who is caught violating the Odd-Even rule will have to pay a whopping Rs. 4,000 fine, Rs. 2,000 more than last year’s amount. Delhi government has decided to hike the penalty as per the amended Motor Vehicle Act.

Cab aggregators Ola and Uber, in support of Delhi Government’s initiative, have announced to get rid of surge pricing during the entirety of the Odd-Even scheme. Surge pricing stands for peak-hours cab fare, which is usually higher than non-peak hours.
The Signature Bridge, which connects Wazirabad to East Delhi, will remain closed from November 5 to 14 when the odd-even scheme will be rolled out.

Delhi government has also urged auto-rickshaw drivers to go by meters. The government will also deploy as many as 2,000 additional buses from November 4 to November 15.
